“If he wants the millionaire’s tax, he’s going to help,” Sweeney said. “They’re going to have to show a pathway to get where they belong.”

Heading into one of the biggest political showdowns of the year, Gov. Phil Murphy unveiled his $40.9 billion spending plan on Feb. 25 for the 2021 fiscal year, which begins on July 1.

The governor's 2021 plan calls for $50 million to a new program, called the Garden State Guarantee.

This year’s budget for NJ Transit depends on roughly $993 million from fares and $119.5 million from commercial revenue, according to State Treasurer Elizabeth Maher Muoio. Luckily for commuters, they have so far avoided fare hikes since Murphy took office.

"[B]ecause of the work we've done together over our first two years to restore our state's fiscal standing, we're also able to fulfill our obligation," Gov. Phil Murphy said in his prepared remarks Feb. 26.

Gov. Phil Murphy is having another go at requiring businesses to pay the state for every one of their employees enrolled in Medicaid.

The current Fiscal Year 2020 budget is expected to close June 30 with revenues clocking in at nearly $41.6 billion, compared to $39.9 billion which the state spent. That means a total leftover of $1.7 billion.

There are 20,691 state residents and 21,290 non-state residents who would be taxed under this new proposal.

The governor's past two budgets included $60 million of tax revenue.

According to administration officials, Gov. Phil Murphy's 2021 spending plan – which he is set to deliver at 2:00 p.m. in Trenton – will call for expanding the age eligibility of the state's Earned Income Tax Credit, in a move that would add more than 60,000 participants.

“Although the governor is keen on pointing out the number of bills he has signed into law; the fact remains that many of his constituents cannot identify his accomplishments,” said FDU political science professor and poll director Krista Jenkins.

Fares currently make up between 40 and 50 percent of the agency's budget, and Gov. Phil Murphy has pledged not to increase them.
