Going into 2020, the deck was hot for New Jersey’s nine casinos, three racetracks and dozens of online gambling and sports-betting outlets. Then COVID-19 closed the gaming halls for more than three months. Now, they’re limited to 25% capacity. Meanwhile, restrictions on indoor dining and indoor gatherings have eaten into revenues. Gov.
