Factors considered in the ranking were work force and salary growth, according to SurePayroll. Utah topped the list followed by Maryland and then Nevada. SurePayroll says it is the country’s fifth largest payroll provider and that it processed nearly $3 billion in employee and contractor payroll payments in 2006.
