On March 31, the Biden administration outlined a $2 trillion spending package to upgrade and expand the nation’s infrastructure. Two days earlier, the White House announced a plan to speed the development of offshore wind power. Both initiatives could have profound implications for New Jersey’s economy. And no one knows that better than Greg Lalevee, business manager of the International Union of Operating Engineers Local 825. Lalevee and his members have been waiting — and training — to do the extensive and complex work envisioned by the president.
