Capital Health announced Thursday the appointment of Dr. Eugene J. McMahon as chief medical officer, and David K. Dafilou as vice president and chief administrative officer of Capital’s clinically integrated health care network.

McMahon most recently was president and chief executive of St. Joseph Hospital in Illinois.

Dafilou served as a principal with Premier Performance Partners, a health care consultancy.

“Dr. McMahon, an experienced health care leader, brings to Capital Health an impressive track record of success in driving medical staff engagement and developing physician leadership. He is skilled in leading growth strategies and impacting positive change, which will make him a critical member of our team as we continue to expand our organization and consider new opportunities,” said Capital Health Chief Executive Al Maghazehe.

Maghazehe added: “We are pleased to have someone of David’s caliber join us to lead Capital Health into this exciting new venture that will benefit patients and providers and move us forward into the future of innovative care. In addition to his impressive professional experience with health care organizations, David brings the added benefit of living in our community, so he is keenly aware of its needs and our patient population.”

In a statement, McMahon said: “Physician engagement and involvement is an important aspect of any growth strategy in health care. Capital Health has expanded its clinical services to provide very specialized and sophisticated care, and as the organization continues to meet the growing needs of its community, the alignment of the various clinical teams and health care professionals will be essential to its long-term success.”

Capital Health explained that the executives will lead its clinically integrated network: “In contrast to the traditional model, where private physicians practice in a hospital or hospitals without extensive alignment between the two, a clinically integrated network is a partnership between physicians and the health system that is collectively committed to improving the quality and efficiency of care delivered to patients across the continuum of care.”

Capital said that, in the evolving health care landscape, “the CIN allows for the alignment of health system and physician goals by providing a structure that enables them to work together to improve patient experience, to monitor and control utilization of health care services and assure quality of care, and to selectively choose network physicians who are likely to further these objectives.

Dafilou said, “I look forward to working with my Capital Health colleagues and physicians to create a partnership that enables us to offer our patients and community the highest level of health care in a cost efficient manner.”

McMahon’s expertise includes implementing successful clinical and physician practice models; recruiting strong physician and clinical team members; building alignment among medical staff members and other health care professionals behind shared goals; improving efficiency and quality; and managing resources in an effective manner to drive long-term growth for organizations.

McMahon is a board certified pathologist and began his practice in 1994 in Milwaukee. His experience includes serving as the leader of an 18-person pathology and laboratory medicine practice and serving on five medical staffs in the Milwaukee area. Dr. McMahon is also an actively licensed physician in Rhode Island and Wisconsin.

He graduated from the College of the Holy Cross in Worcester, Massachusetts, with a bachelor’s degree in economics and pre-medicine, before earning his M.D. from Georgetown University School of Medicine in Washington, D.C. Following an internal medicine internship at Columbia University, New York, he completed a residency in pathology and laboratory medicine at Georgetown University Medical Center. Dr. McMahon also holds an MBA from the Kellogg School of Management at Northwestern University, Evanston, Illinois.

Dafilou comes to Capital from Premier Performance Partners, where his main area of focus was population health management and leading the Premier Partnership for Care Transformation collaborative. At Premier, he was involved with payor relationships, financial management, population health data management and other aspects of accountable care organizations and value-based reimbursement.

He held prior positions at Independence Blue Cross, AmeriHealth Insurance Company and Honeywell.

Dafilou attended Drexel University in Philadelphia, where he received both a bachelor of science in commerce and engineering and a master’s in finance. He has received certificates of accomplishment from the program on negotiations at Harvard Law School and in leadership training from Rutgers University.
