The state’s ambitious $8.6 billion school construction plan was supposed to bring modernized facilities to struggling urban areas; what it actually did was find novel ways to burn taxpayer money, including wasting millions on professional fees, millions more on designs for schools it couldn’t afford to build, and millions more for land and buildings not needed for schools construction projects. Rather than declare the SCC an outright failure, the state renamed it the Schools Development Authority in 2007 and handed it another $3.25 billion to get it right. As the SDA, projects have been accomplished, but at the same glacial place of its predecessor.
