The New Jersey Business Action Center finished developing a core curriculum for a no-cost, online training program. The initiative aims to help entrepreneurs looking to establish themselves in the state’s cannabis industry.
Launched in October 2024, the Cannabis Training Academy supports individuals interested in understanding the legalized space, joining the cannabis workforce or seeking to apply for a cannabis license in New Jersey.
When the learner-led program initially rolled out, it offered 27 courses across five levels. More than 1,300 students have since enrolled. Participants have learned about the licensing application process, municipal approval, zoning issues, raising capital, post-licensing topics and general operations.
According to NJBAC, the Cannabis Training Academy’s curriculum now spans more than 60 courses over 10 levels. Upon completing the work, students receive an official CTA certificate. Graduates can also include the accommodation as part of a New Jersey Cannabis Regulatory Commission cannabis license application as proof of prior business experience.
NJBAC is a unit within the New Jersey Department of State. The CRC tapped the office in 2022 to build and launch a technical assistance, training and mentorship program. The initiative aimed to assist current as well as aspiring cannabusiness owners navigate the process of setting up licensed and regulatory-compliant ventures in the state.

NJBAC Executive Director Melanie Willoughby shared, “To see this program fully completed in roughly six months after its launch is an incredible accomplishment. It’s also a testament to the State’s ongoing support and commitment to ensure that this vital resource is accessible to both prospective entrepreneurs and cannabis operators who are looking to level up their knowledge to acquire other additional licenses, or train their staff on the deeper nuances of business management and license operations.”

CTA Executive Director Tauhid Chappell shared, “This is a historic moment for New Jersey, as we wrap up the largest, most comprehensive, cannabis technical assistance program in the country. The CTA is enhanced by industry experts, supported by the Cannabis Regulatory Commission, and accessible to all New Jersey residents ages 21-plus who can access our program online 24 hours a day, 365 days of the year through their phones, tablets or computers.”
NJBAC Deputy Executive Director Penni Wild believes the program “does more than just teach cannabis entrepreneurs what they need to know to complete a licensing application.”
“It is giving them the power to understand the licensing process, which according to survey responses from our CTA instructors would typically cost tens of thousands of dollars in outside consulting fees just to have the process explained. They are learning it for themselves, step-by-step, to make informed decisions and move forward in their business,” she said.
CRC Vice Chairman Sam Delgado said he feels the CTA has “already done a phenomenal job helping to prepare new entrepreneurs and workers to enter and thrive in New Jersey’s cannabis market.”

“Having knowledgeable operators and well-trained staff not only makes for efficient businesses, but also for safer consumers,” he went on.
According to NJBAC, New Jersey residents who are over the age of 21 and interested in cannabis business development can access the first three levels of online instruction.
To gain access to the rest of the modules and course materials, eligible students must qualify as Impact Zone applicants. To qualify, general students will need to attest they currently live in an Impact Zone, plan to locate their future cannabis business inside of an Impact Zone and/or plan to hire future employees that live in Impact Zones, NJBAC said.
