Ocean County man sentenced for dodging $10M in payroll taxes

A Lakewood man was sentenced last week after previously admitting he failed to pay more than $10 million in payroll taxes.

U.S. District Judge Michael Shipp sentenced Josef Neuman, 37, to 30 months in prison in Trenton federal court April 5.

Neuman previously pleaded guilty before Shipp, as NJBIZ reported last August. The information charged him with willful failure to pay over payroll taxes for one of his businesses in 2018.

Neuman was the CEO of Lakewood-based Concord Healthcare Group LLC. The company provided administrative services to operators of nursing homes and other health care facilities, including at least 20 entities co-owned or operated by Neuman.

“During tax years 2017 and 2018, Neuman failed to pay over to the IRS over $10 million in payroll taxes owed by the companies,” according to case documents and court statements released by prosecutors for the U.S. Attorney’s Office for the District of New Jersey. “Neuman knew that payroll taxes were due and owing to the IRS at this time but continued to pay other business expenses and employee salaries, instead of the unpaid taxes, while tax liabilities continued to accrue.”

Neuman was also sentenced to two years of supervised release and ordered to pay restitution of $11.2 million.

An attorney for Neuman was not immediately known.
