The New Jersey Department of Treasury’s Division of Investment announced Jan. 25 the appointments of a pair of deputy directors, Lisa Walker and William Connors.
Walker, who comes to the Division from the private sector, was appointed deputy director and deputy chief investment officer. She has had a three-decade-long career working for firms such as JP Morgan, Goldman Sachs and Merrill Lynch, and was most recently a senior investor on BlackRock’s Global Allocation Fund.
Connors, meanwhile, was elevated from his role as head of fixed income within the division to deputy executive director and deputy chief investment officer. He has been with the division since 2020, when he was brought in to lead the fixed income team. Over his 30-year career, Connors has demonstrated expertise in investment policy, asset allocation and governance, portfolio construction and operations management in traditional and alternative investments.

“The Division of Investment is one of the largest pension fund managers in the United States, and Bill and Lisa will play a key role in the Division’s management of the retirement assets of hundreds of thousands of public employees and retirees’,” said Treasurer Elizabeth Maher Muoio. “We are excited about the innovative policies and strong fiduciary commitment both will bring to the Division’s talented leadership team.”
