NJ streamlines senior property tax relief program applications

The New Jersey Department of Treasury announced Jan. 29 a new combined application for Garden State to apply for three state relief programs: , ANCHOR and the upcoming StayNJ.

Seniors age 65 or older and disabled homeowners or mobile homeowners are eligible to use the new PAS-1 combined application. The form fulfills a requirement of the Act that calls for a singled combined application for the three programs.

The Treasury’s Division of Taxation expects to send out the new application to over 1 million households across the state by early March.

Key features/details include:

  • PAS-1 replaces the former Senior Freeze and applications; the application will also apply to the forthcoming StayNJ program
  • Applicants also have the option to file by paper
  • Benefits will begin distribution in July 2025 on a rolling basis
  • Later this year, the Division of Taxation will send letters to PAS-1 combined application filers outlining the property tax relief benefit amounts calculated for each program

State Treasurer Elizabeth Maher Muoio said this new one-stop application will make it simpler for residents to apply for their entitled property tax benefits.

“We’re pleased to offer this convenience to New Jersey’s senior and disabled community first, as many are already familiar with the ‘blue book’ formerly used for Senior Freeze,” said Muoio. “I applaud the Division of Taxation and Division of Revenue and Enterprise Services for their diligent efforts to make this modernization a reality.”

The deadline to complete the combined application is Oct. 31, 2025. It will be available to file online here.
