DCA awards $14.25M for neighborhood revitalization projects

announced the funding for Fiscal Year 2026 June 22. The 28 awards (see below) will go to nonprofit organizations that span the state to create impact in their communities.

The NRTC program supports community-based organizations working to strengthen neighborhoods through investments in housing, , community services and quality-of-life initiatives.

Nonprofits may also use funding to support activities such as:

  • Construction and rehabilitation of housing units
  • Creation of commercial facilities
  • Assistance to small businesses and microenterprises
  • Employment training
  • Open space improvements
  • Social and community services
  • Recreation activities
  • Crime prevention initiatives
  • Community outreach activities

provides businesses a 100% tax credit for funds provided to these on-the-ground organizations. In turn, nonprofit entities must use at least 60% of the funds for housing and economic development.

Gov. Phil Murphy will nominate Jacquelyn Suarez to serve as the next commissioner of the state Department of Community Affairs, succeeding the late Lt. Gov. Sheila Oliver.

According to DCA Commissioner Jacquelyn Suárez, these groups “are helping to build stronger, safer and more vibrant communities for residents.”

DCA Assistant Commissioner Janel Winter said the ground-up approach strengthens the NRTC program.

Winter also serves as director of the division of housing and community resources. “By supporting neighborhood-based organizations that understand local needs and priorities, the program helps create sustainable improvements that benefit residents and businesses alike,” she added.

A total $15 million is available per year, under NRTC. The maximum amount per application is $800,000. According to DCA, 5% of total revenue is used for program administration.

Expanding NRTC

In March, a bill to increase the annual program limit to $65 million was referred to the Senate and Budget Appropriations Committee. Democratic Sens. Troy Singleton, 7th District, and Angela McKnight, 31st District, are primary sponsors. In a statement issued that same month, Singleton noted the Neighborhood Revitalization Tax Credit Program ” has a proven track record of transforming communities and leveraging private investment in neighborhoods that need it most.”

Added McKnight, “For more than two decades, this program has fostered public-private partnerships that directly invest in neighborhoods. Expanding the credit will allow more communities to participate, attract additional corporate partners, and accelerate projects that create affordable housing, support small businesses, and strengthen local economies.”

To qualify, nonprofit community-based organizations must have an approved NRTC Neighborhood Plan for an eligible applicant neighborhood. These areas meet distress criteria based on U.S. Census and HUD data, DCA said, and must consist primarily of low- and moderate-income households.
