Hoboken advances North End redevelopment with 729 homes

The City of Hoboken advanced plans ahead of the holiday last month for a massive redevelopment of its North End.

On Dec. 18, 2025, Hoboken Mayor Ravi Bhalla and the city announced adopting four redevelopment agreements. Altogether, the work will deliver 729 residential units with 73 reserved as affordable housing.

Negotiated between Bhalla and Park Willow LLC (Rockefeller Group), the work will deliver affordable housing, public open space, protected bike lanes as well as a new municipal parking garage.

The agreements also implement amendments recently adopted by the City Council to the North End Redevelopment Plan.

Hoboken declared the North End part of the city an area in need of rehabilitation in December 2013. It defines the space as north of 14th Street bounded by the Hudson Bergen Light Rail and Park Avenue. It adopted the North End plan in March 2021, and then amended it in September 2022. According to the plan, the work would transform a “vital portion” of the city from former industrial use. The area comprises approximately 30.17 acres.

At the outset, the redevelopment plan details a 35% building footprint, 25% public ownership and 0% public amenities (parks, recreational facilities, etc.) within the North End.

Bhalla described the effort as a legacy project for him, as well as the community. The current mayor was a City Council member when planning began.

“The Rockefeller sites have been an urban blight at our doorstep for decades. Now, together with Harborside Park currently under construction, the Rockefeller sites will provide a beautiful gateway entrance into our Mile Square City,” Bhalla said, later adding, “I am especially proud that these projects will deliver new affordable housing, expand public open space, and create safer, more sustainable ways for people to move through our city.”

The mayor paid special thanks to Director Chris Brown and the city’s in-housing planning team.

“By bringing a suite of community benefits and world-class design, we are excited to deliver a transformational project that we hope will become a source of civic pride,” said Phillip Golub, director of Northeast development, Rockefeller Group. “In addition to housing, the many planned public amenities demonstrate the value of at their best.”

Here’s what’s coming

The Park Willow redevelopment from New York-based Rockefeller Group will encompass approximately two-and-a-half city blocks. The city said that includes the 1500 blocks of Willow and Park avenues, along with a portion of the block south of 15th Street. Hoboken noted it will also receive a $4 million community benefit payment as projects advance through the approval and construction process.

Hoboken said a “key element” of the redevelopment agreements with Rockefeller Group will bring a fully separated, protected two-way cycle track along 15th Street. The construction will create a link in the city’s citywide bicycle network, the Green Circuit.

The protected bike lanes will connect the western North End to Harborside Park and the waterfront. While improving safety for cyclists, the initiative also supports the city’s 2030 Vision Zero traffic goals.

Residential

The more than 700-unit residential mix will include both rental and condominium homes.

Parking

Hoboken is notorious for providing parking headaches. The newest agreements will deliver the first new municipal parking garage to the city since 2003. The 275-spot facility will stand as the only garage ever created uptown, Hoboken noted. The city says it will lease the site for long-term public use. The city anticipates collecting net revenues generated from the garage.

Open Space

The agreements also secure a network of new, open spaces for the public coverings more than 48,000 square feet. That will include linear parks, promenades and plazas to connect the North End to Harborside Park and the waterfront. Hoboken said the work is subject to city design and review, as well as long-term public access and maintenance requirements.

Retail

New commercial space will also come to the North End. The city said the redevelopment agreements include more than 38,000 square feet of ground-level retail space. To complement, it also includes extensive street and streetscape improvements and green roofs on each building for stormwater management.
