NJ streamlines 2026 PAS-1 app for senior property tax relief

The New Jersey Treasury Department has launched the 2026 filing season for the PAS-1 combined relief application for eligible and disabled residents.

It follows the successful launch last year of New Jersey’s first combined application. The initiative allows residents to apply for multiple programs through a single, streamlined form.

The PAS-1 covers the , and Stay NJ property tax relief programs. It is now available online at propertytaxrelief.nj.gov.

“The transformed how seniors and disabled residents apply for property tax relief in New Jersey, making it easier than ever before to access these critical programs,” said Acting State Treasurer Aaron Binder.

Key details:

  • Eligibility extends to seniors age 65 and older and disabled homeowners or mobile homeowners
  • The Division of Taxation will mail paper application booklets this week to more than 500,000 households. The approximately 162,000 residents who applied online last year will receive postcards encouraging them to reapply digitally
  • The PAS-1 replaces separate applications for ANCHOR and Senior Freeze. It also serves as the application for the state’s newest property tax relief program, Stay NJ
  • For applicants who filed last season and received approved, the Division of Taxation will begin mailing the first Stay NJ benefit payments Feb. 9
  • Although the state encourages residents to apply early, it will distribute benefits on the regular schedule, beginning in summer 2026

      • ANCHOR payments in September 2026
      • Stay NJ benefits in February 2027

All programs are subject to State Budget appropriations.

The Treasury Department also highlighted several important eligibility reminders:

  • Income limits for Senior Freeze have changed: applicants must have total annual income of $168,268 or less in 2024 and $172,475 or less in 2025
  • The application now directly includes the income worksheet
  • ANCHOR income limits remain $250,000 or less for homeowners; $150,000 or less for tenants
  • Stay NJ income eligibility remains capped at $500,000 for homeowners

Binder added, “As we work to increase participation across our array of property tax relief initiatives, we encourage every eligible taxpayer to take advantage of this simple, easy-to-use, one-stop application.”

The deadline to submit the PAS-1 application is Nov. 2, 2026.
