Recovery Centers of America at Raritan Bay has appointed Carter Serrett as chief executive officer, the South Amboy facility announced Jan. 19.
Serrett succeeds LeoDante Ognibene, RCA confirmed with NJBIZ. The organization promoted Ognibene to the top position at the drug and alcohol treatment center in June 2023.
Serrett joins RCA from Azure Acres Recovery Center in California, according to his LinkedIn profile. That center closed its doors in fall 2025, according to a social media post.
Prior to Azure Acres, Serrett also held the CEO role at Clearview Treatment Programs, Akua Behavioral Health, Duffy’s Napa Valley Rehab as well as other positions in the industry, according to his LinkedIn profile.
RCA noted that Serrett brings “experience in behavioral health leadership, clinical operations, and organizational management, with a focus on team performance, operational consistency, and the delivery of evidence-based services.”
In his new position, Serrett will oversee day-to-day facility operations. He will also work with clinical and operational leaders to support RCA’s standards for quality, safety and patient-centered care.
“Carter brings a strong combination of operational leadership and behavioral healthcare experience,” Mark Puckett, RCA chief operating officer, said in a statement. “He understands the importance of team culture, accountability, and consistent execution in delivering safe, high-quality treatment.”
Serrett said he was “honored” to join the RCA team.
“My focus will be on supporting our staff, strengthening operational consistency, and ensuring we deliver high-quality, evidence-based care for patients and families every day,” Serrett added.
Serrett earned an MBA and a Master of Arts. He is also a Licensed Psychological Associate (LPA). Additionally, Serrett is working toward a Doctor of Psychology.
RCA operates addiction treatment centers and mental health facilities across nine states. In New Jersey, in addition to the South Amboy facility, RCA also offers the Recovery Centers of America at Lighthouse in Mays Landing.
