New Jersey Housing and Mortgage Finance Agency

Since 2021, Walter has been executive director of the New Jersey Housing and Mortgage Finance Agency, a statewide and national leader in providing and advocating for affordable housing and homeownership. The agency – which marked its 40th anniversary this year – oversees a multifamily production portfolio that exceeds $1.3 billion each year and a roughly $1 billion annual single-family mortgage program. It has also financed some 70,000 apartments through the through the Low-Income Housing Tax Credit program – 66,000 of which are affordable to low- to moderate-income households – with another 9,000 units on the way, as well as helped more than 10,000 families buy their first home — representing more than $2 billion in market value at the time of purchase and nearly the same again in wealth created through equity.

Additionally, NJHMFA has helped more than 56,000 families facing housing instability through financial assistance and counseling and launched robust efforts during the housing market collapse in 2008 and during the pandemic to prevent homeownership loss and foreclosure.

An advocate for governmental transformation and advancement, Walter is particularly focused on the areas of government finance, collaborative outreach and data driven programming. In reflecting on the organization’s milestone anniversary, Walter said, “NJHMFA exists to make New Jersey housing affordable to all New Jerseyans, and for 40 years, it has delivered. We have deployed innovative programs, policies, and partnerships, becoming a nationally recognized leader in affordable housing development and producing numerous award-winning and landmark properties.”
